Northeast Syria: Protect Civilians, Stop the Escalation

Violence between government forces and the Syrian Democratic Forces (SDF) is once again intensifying in northeastern Syria. Civilians are paying the highest price, especially women and children. The new flare-ups of fighting reopen old wounds that have never been able to heal. After decades of dictatorship and war, the people of Syria finally deserve security and a real perspective for their future.

Taking Responsibility — in Damascus and in Europe

In my speech, I made it clear: if Al Sharaa wants to be president, he must be a president for all Syrians. The predominantly Kurdish regions have, for years, been among the most democratic and inclusive parts of the country. This legacy must not be lost. On the contrary, it should serve as a model for rebuilding Syria. Kurdish rights must be firmly anchored in the constitution. And Kurdish representatives must have a seat at the negotiating table in Damascus.
We in Europe also have a responsibility: ISIS fighters holding European citizenship and their families must be repatriated and prosecuted. And let us be clear: Syria is not a safe country for deportations.

A Clear Stance from the European Parliament

In its accompanying resolution of 12 February 2026, adopted by a broad majority, the European Parliament calls, among other measures, for the protection of civilians, as well as the full implementation and monitoring of the ceasefire, including:

  • Independent investigations into possible war crimes
  • Constitutional guarantees for the rights of Kurds and other minorities
  • Safe and unhindered humanitarian access
  • The repatriation and prosecution of ISIS members holding EU citizenship

At the same time, we underline that any European support for Syria remains strictly conditional on the protection of civilians, respect for human rights, and meaningful political participation.

This resolution is not symbolic. It is a clear mandate to the Council and the Member States to take responsibility for security in the region and for the protection of the people of Syria.
