News Study: How to Address Transnational Repression in Europe

This week, the Committee on Foreign Affairs discussed a new study on how to address transnational repression more effectively which I had commissioned. As rapporteur for a report on transnational repression in the European Parliament, the results of this research will feed directly into my political work over the coming weeks and months.

Transnational repression (TNR) is growing, but still largely unknown to the wider public. Authoritarian regimes reach across borders to intimidate, silence or control critics abroad. These practices do not only violate individual rights and threaten the safety and wellbeing of those targeted — they directly attack democracy and human rights as well as the sovereignty and security of Europe.

What needs to change

The study highlights several key challenges. Europe needs a shared understanding and definition of transnational repression. Without it, perpetrators can exploit gaps between national systems, and victims fall through the cracks.

We lack reliable data on TNR trends and cases. Civil society organisations do much of the monitoring, often with limited resources, while underreporting remains widespread, and they are getting defunded. Governments must take responsibility for documenting TNR.

We have to better support those affected. Protection, legal assistance, psychosocial support and community-based help are essential. Policies must start from the needs of victims.

Transnational repression often operates through proxies — criminal networks, intermediaries and financial structures. To stop it, we need to cut these links, follow the money and close the spaces in which repression can operate.

What comes next

In the coming weeks, I will publish a draft report for consideration by the Committee on Foreign Affairs, followed by amendments and negotiations in Parliament.
