Trump’s so-called “28 Point Plan” is not a peace plan — it is a call for capitulation. It sacrifices Ukraine’s security, and with it Europe’s. Real strategic autonomy is not built through speeches but through daily decisions. The European Defence Industry Programme (EDIP) can only be the first one of many.
The law adopted on Tuesday is designed to strengthen the EU defence industry, foster joint European defence procurement, ramp up defence manufacturing and increase support for Ukraine. EDIPis a joint ITRE–SEDE file which I negotiated a shadow for the Greens in SEDE.
What’s in it?
The regulation, already informally agreed with the Council, sets up the EU’s first-ever defence industry programme. Its goals are clear: strengthen Europe’s technological and industrial capabilities and enhance our collective defence readiness.
From EDIP’s €1.5 billion budget, €300 million will flow into the new Ukraine Support Instrument — secured funding to help modernise and rebuild Ukraine’s defence industry. Co-legislators also agreed on the creation of a Fund to Accelerate Defence Supply Chain Transformation (the FAST instrument), with an indicative amount of at least €150 million through additional contributions.
Greens/EFA accomplishments:
While the overall budget remains limited, EDIP marks real progress, including a dedicated Ukraine Support Instrument with secured funding to help modernise and rebuild Ukraine’s defence industry. Thanks to Greens/EFA pressure,
- the programme also strengthens EU strategic autonomy,
- supports SMEs,
- prioritises regions most exposed to military threats,
